WHAT
IS PIMA HEALTH SYSTEM’S
DISASTER
RECOVERY & BUSINESS CONTINUITY PLAN?
The
PHS Disaster Recovery and Business Continuity Plan provides a
readiness and recovery plan through assessment of risks,
identification of pre-planned strategies, implementation of
strategies in routine business operations to minimize risks, and
routine staff training. In the event of a temporary disruption in
business operations as well as in more serious emergency situations,
the Plan provides for continuity in the delivery of services to
Arizona Health Care Cost Containment System (AHCCCS) members and in
business operation with PHS providers.
The
PHS Disaster Recovery and Business Continuity Plan provides:

a
blue print to assure that an organized approach is maintained to
safeguard members and to ensure vital communications with
providers to assist them in providing medically necessary
services;

education
of PHS management and staff regarding potential disruptions in
business functions and staff responsibilities to address those
disruptions
-
education
to providers through the Provider Manual, site visits and
Newsletters about the PHS Disaster Recovery and Business
Continuity Plan and that contingencies are in place to continue
business functions effecting their operations i.e., prior
authorizations and claims processing.
The
Plan identifies key customer priorities and critical functions in
the provision of uninterrupted medical services and in maintaining
the safety of PHS members. It also identifies events that could
significantly impact Pima Health System’s critical business
functions and provides directions for communication with Arizona
Health care Cost Containment System Administration (AHCCCSA) during
a business disruption. Areas
covered in the Plan include:

of Communications

Loss
of the Main PHS office or any of the satellite offices

Loss
of Primary Computer System, Records or Networks

Communication
with AHCCCSA during a Business Disruption
In
the event of an emergency involving electrical or communication
systems failure, the Plan provides for manual back up procedures for
administrative activities.
As
part of Pima County government, PHS is part of the Pima County
Disaster Planning Process. The Facility Emergency Action Plan
of Pima County provides basic procedures for all departments to
implement in the event of fire, bomb threat, medical emergency, or
other emergency situation occurring within the County work place and
assigns specific responsibilities for planning, response and
mitigation to emergency situations. Pima County has a written
Emergency Operations Plan prepared by the Pima County Office of
Emergency Management and Homeland Security. As such, PHS has special
access to core disaster planning for widespread natural, biohazard
and infrastructure events. Those plans include losses of basic
utility services and life support function of ambulances and
hospitals.
PHS
Management reviews all disruptions in normal business functions,
reviews findings and recommendations made by staff and ensures
implementation of any required changes to business operations.
